The model represents learning resources that are relevant to included LOCs.
It is likely that InLOC will not define information models for learning resources – this is done by many other specifications already, including MLR and LRMI (and its wiki). Instead, InLOC is likely to specify how such resources can best link to InLOC-defined LOCs.
InLOC therefore needs examples of how learning resources refer to or link to the LOCs that they are relevant to.

InLOC does not specify a way of linking from a LOCdefinition to related learning resources.
It is envisaged that any learning resource may refer to any LOC that is intended to be learned or improved through the use of the resource.
