The model represents the learner records relevant to claims of competence, or statements that learning outcomes have been attained.

Learner records can be learner-owned, such as e-portfolios, or institution owned, such as transcripts, or documents like the Europass Diploma Supplement. InLOC envisages that these will link to LOC definitions.

InLOC needs examples of how this is currently done, to specify how best it could be done for InLOC-defined LOCs.

InLOC does not specify a way of linking from LOCdefinitions to learner records about individual attainment of that LOC.

It is envisaged that learner records may include a LOCdefinition identifier in more than one way, e.g.:

  • a claim to competence may link to the identifier of the competence claimed;
  • an aim or a goal to achieve a competence may link to the identifier of the desired competence.
